The Council Chamber is the most highly decorated chamber in the grotto, with flints and shells inset into the wall. Some of the shells are original. Others are modern replacements that were added during the 1990 restoration project. The shells come from all over the world, including Japan, the Pacific and Indian Oceans, New Zealand and Guernsey.
